Vincent T. Regina, President/CEO
Vince Regina is the president and founder of V. T. Regina & Associates, Inc. and has been involved in medical computer systems industry since 1964. He founded V. T. Regina & Associates, Inc. in 1981 and this consulting practice is directed at two major industries. The first is the healthcare industry, where he provides expert guidance to medical institutions in the evaluation and selection of capital equipment, laboratory and radiology consolations and clinical information systems. The second is the high-tech industry, where he provides management consulting with emphasis in marketing development and business planning.
Prior to starting V. T. Regina & Associates, Inc. Mr. Regina spent 15 years with Becton Dickinson and Company (BD) as Vice President, managing their medical systems organization. In this role, he was responsible for the specification, development, manufacture, sale, installation and support of clinical products worldwide. Products included information systems to supported entire clinical departments, i.e. the laboratory, pharmacy, radiology and cardiology, as well as hospital-wide order entry and specific patient monitoring products for critical care areas (ICU, CCU, ER, etc.). Mr. Regina has also helped establish and manage the complete operation of a clinical reference laboratory that supported pick-up and delivery services for a four-state area, mail-in accounts and complete testing support for a 500-bed hospital. Richard A. Ouellette, M.S. CHE
As a senior healthcare consultant, Mr. Ouellette has more than 20 years of progressive hands-on operations and consulting management experience. Mr. Ouellette holds a Bachelors degree (cum laude) from the University of Maine and a Masters degree in healthcare management from the University of Missouri. He is a diplomat in the American College of Healthcare Executives, a member of the Healthcare Financial Management Association, an Adjunct Professor for Healthcare Finance and Information Systems at Assumption College, Worcester, MA and a certified medical technologist MT(ASCP)H with the American Society of Clinical Pathologist.
He has served as President and Chief Executive Officer of Management Decision Systems, Inc. a consulting firm specializing in post-merger consolidation, system-wide service centralization, information/knowledge system planning, and decision support system implementation. He also served as the Vice President and Chief Operating Officer of Clini Tech Services, Inc., a multi hospital joint venture commercial laboratory that he was instrumental in starting. Mr. Ouellette was a contributing author to the book, Marketing for Mental Health Services, authorís management articles published in national business journals, and is a featured speaker at regional management seminars. He also designed, develop and engineered the MAST (Management Accountability, Staffing & Service Tracker) reporting system Reporter and the Lazarus Data Pump information system.
Richard A. Menard, MBA
Richard A. Menard is a business solutions architect who takes a rule-based approach to designing systems and software. Richard has worked with clients in health care, insurance, financial services, high tech, and life sciences serving as a business analyst, system architect, or technical developer. Richard has a Master of Business Administration from Boston College and a Bachelor of Arts in Philosophy from Rhode Island College. He has served on the Board of Directors for the Society of Information Management, Boston Chapter, and is a member of the Object Management Group Regulatory Compliance Standards Committee.
He is author of RUP4STP, the first commercially available plug-in to the Rational Unified Process to help investment companies achieve straight through processing. Richard has authored a number of articles for the IBM Developer Works on business and domain modeling, and has recently been recognized by Telelogic Corporation for his work on regulatory compliance and requirements management. Richard's current project is with the Massachusetts Department of Public Health, where he is leading the analysis of a rule based system for the identification of micro-organisms.
